9 Volt is a robotic minion of the villain Neuron in an alternate reality of the City of Heroes universe. In addition to the superhuman strength and damage resistance that comes from being a giant robot, 9 Volt could also project electrical attacks. I don’t know if Neuron was familiar with the Clockwork of the City of Heroes prime universe, but the programmers certainly were.
