Photon is a moniker used by any number of individuals in the Marvel universe.
The earliest was Jason Dean, a villain who possessed an armored suit and a photon blaster. It’s not clear how he got them, but those kinds of things were just laying around in 1970s comic books. His ultimate fate is unknown, but he apparently was not around to sue when the name was snatched up by someone else.
That someone was Monica Rambeau, the superhero known as Captain Marvel. She took on the name Photon after she was done being Captain Marvel. Given her ability to transform into energy the name change seemed reasonable. What made less sense was giving up the Photon title in favor of Pulsar, which she did shortly thereafter.
Oddly enough, the guy who takes on the name Photon was also formerly Captain Marvel. Besides being cosmically powerful, Genis was also apparently pretty rude. Genis-Vell took over the Captain Marvel title from Monica, then snaked Photon, too. Power enough to destroy the universe isn’t enough for you, you also have to mess with other heroes?
If you feel like waiting a thousand years or so, there is a completely different Photon in the Marvel universe. This one is both an alien AND a mutant, but I wouldn’t mention it; she’s a bit short-tempered and can blast a hole in you with her eyes.
Which one of these characters is the main Photon is largely a judgement call. I give the nod to Genis-Vell. He held the name the longest, or at least held the most attention and he was far and away the most powerful. Sure, he’s dead, but that almost never takes in comics, so he gets the photo in the lineup and the quote.
