Nuke is the end result of a not-entirely successful government super-soldier program. Does he soldier in a super way? Definitely, but the fine print is this dude is seriously messed up. Way more Jason Bourne than Captain America, he was dependent on a strict regimen of powerful drugs to function. He didn’t appear long in regular continuity but likes to reappear in alternate realities as a cautionary tale.
