General Winter is a Russian meta which is exactly all I can say for certain. Data is scant and he has been described as the embodiment of the Russian winter and as the living spirit of Russia. Either concept could be fairly cool but both leave more questions than answers. Is this some kind of cold-powered Santa Claus/White Walker dude or maybe a bare-chested Lenin/Thor cross swinging a 
hammer and sickle? A real general, or just a metahuman conceit? Brevet rank, maybe? I also don’t know if he is a hero or villain, though I suppose that might depend on who’s asking and from which side of the iron curtain.
